NRIs and OCIs can generally buy residential property such as villas and flats in Goa. FEMA does not let them buy agricultural land, plantations or farmhouses without RBI approval. Check how the land is classified before you commit, and confirm with a Goa property lawyer.
Confirm the land's zoning under Goa's regional plan and outline development plans. Check that a conversion sanad exists if the land was converted for building, and look for comunidade land, tenancy (mundkar) claims and CRZ limits near the coast. Goa titles can be complex, so hire a local lawyer for a full title search.
Goa charges stamp duty on a slab basis, with higher rates for higher property values, plus a registration fee. Published slabs differ between sources and have changed since 2022. Confirm the current rate with the sub-registrar or your lawyer before you budget.
Savills India's 2024 research put typical gross rental yields at roughly 5–8%, with demand concentrated in North Goa's Candolim to Vagator belt and in villages like Assagao and Siolim. Actual returns depend on management, seasonality and your own use. They are not guaranteed.
North Goa is busier, with more restaurants, nightlife and rental demand, and generally higher prices. South Goa is quieter, with larger plots and calmer beaches. Which suits you depends on whether you mainly want rental income or quiet personal use.
It depends on the state. Maharashtra and Gujarat allow only registered farmers to buy agricultural land, Karnataka relaxed this in 2020, and Himachal Pradesh (Section 118) and Uttarakhand restrict buyers from outside the state. Non-farmers usually buy NA (non-agricultural) converted plots in approved layouts. Check the land record and conversion order with a lawyer before paying.
Generally yes for residential and commercial property, including residential plots. Under FEMA, NRIs and OCIs cannot buy agricultural land, plantation property or farmhouses without special RBI approval, though they can inherit them. Payment must come through normal banking channels (NRE, NRO or FCNR accounts or inward remittance). Rules on repatriating sale proceeds have limits, so check the current RBI directions with a lawyer or your bank.
Under the RERA Act, plotted developments are generally covered. A project usually has to register unless the land is 500 sq m or less, or it has eight units or fewer, and some states set their own thresholds. Check the number on the state RERA website before paying a booking amount. Managed-farmland sales often sit outside RERA, so ask exactly what you are buying.
A plot loan funds the land only. It usually carries a somewhat higher rate and a lower loan-to-value than a home loan, and lenders often expect construction to start within a few years. Tax benefits generally apply only to the construction part once you build. Banks rarely lend on agricultural land for non-farm use, and NRI eligibility varies by lender.
Stamp duty and registration, which vary by state and are charged on the higher of the deal value or the circle rate. Add GST if you buy an under-construction villa from a developer, and TDS under Section 194-IA (1% when the value is ₹50 lakh or more and the seller is resident; higher rates apply if the seller is an NRI). Budget too for legal due diligence, society or club deposits, utility connections and, for plots, construction. Confirm the current rates with the sub-registrar or your lawyer.
